Coyote depredations were recognized as a potentially serious threat to Virginia's livestock industries in the early 1980's. The Virginia Cooperative Coyote Damage Control Program was created in 1990 by a Cooperative Service Agreement between the Virginia Department of Agriculture and Consumer Services (VDACS) and the United States Department of Agriculture — Animal Plant Health Inspection Services — Wildlife Services (WS). The Virginia Sheep Industry Board also contributes financial support to the coyote program.
