Virginia Cooperative Extension is working with the United States Department of Agriculture to launch the Virginia Farm Recovery Block Grant Program. This program is designed to provide direct financial assistance to eligible producers — including farmers and ranchers — who have suffered economic losses from the extensive damage caused by Hurricane Helene in September 2024.
The Virginia Farm Recovery Block Grant Program is intended to provide direct aid to eligible producers in the 27 affected localities, comprised of 21 counties and 6 independent cities. For a complete list of affected areas, qualifying losses, application instructions, and additional details, please see the Key Details section below.
Producers with verifiable agriculture losses are invited to apply online via the VDACS WebGrant Application (Coming Soon). Award recipients can expect to receive grant funds later this year.
VDACS is currently working with USDA on a workplan to administer the funds. Once this workplan is approved, VDACS will work with Virginia Cooperative Extension and Virginia Department of Forestry will begin a promotional campaign, to announce the registration and application periods.

How To Apply
Step 1: Register for an account: VDACS WebGrants (Coming Soon)
Step 2: Sign in and complete the VDACS WebGrant Application (Coming Soon)
Step 3: Gather and upload required documents:
- Form W-9
- Tax ID / EIN
- Any insurance settlement claims for infrastructure covered by insurance
- Photo evidence of loss
Note: If a property is located across multiple counties, a separate application is required.

- Copy of Schedule F or other tax documentation demonstrating farming income
- Photographic Evidence of Damage or Destruction to:
- Greenhouses, barns, and packing houses that had a crop or livestock present in the structure within 12 months prior to the weather event.
- Above ground irrigation systems and plasticulture systems used for commercial agricultural purposes.
- Photographic evidence of damage or destruction to above ground irrigation systems and plasticulture systems used for commercial agricultural purposes.
- Commercial aquaculture infrastructure.
- Farm roads, bridges or culverts that provide direct access to a crop production area or livestock production area that was in production within 12 months of the weather event.
- Documentation or evidence of harvested crops that were destroyed or crops that remained unharvested due to a loss of market (i.e. unsold crops that were destroyed because the market became unavailable because of the weather event).
- Documentation of any logging contract for timber that was not yet harvested at the time of the weather event.
- Insurance adjustment reports and / or proof of insurance payments related to farm infrastructure losses.
- Invoices demonstrating replacement costs for certain farm infrastructure or third-party vendor estimates for repair or replacement costs.
- Documentation of application to, or payment received from, any other USDA indemnity or recovery program as a result of Hurricane Helene
- Documentation of salvage payments received, or deductions taken on taxes from agricultural or timber damage, loss or timber casualty

Eligible Counties and Independent Cities
To receive Virginia Farm Recovery Block Grant Program funding certain producers must agree to acquire and maintain USDA Risk Management coverage for a period of two crop years for market loss, future economic loss, plasticulture, and aquaculture claims.

Restrictions
- Individuals or businesses who have received insurance payouts — whether personal or commercial — related to Hurricane Helene are not eligible to apply for the Virginia Farm Recovery Block Grant.
- Individuals or businesses who are eligible for USDA grants in response to Hurricane Helene are not eligible to apply for the Virginia Farm Recovery Block Grant.

Grant funds may be used for:
- Infrastructure (structures damaged must have stored commodities):
- Aquaculture
- Bridge
- Culvert
- Enclosed & Open Barn (pole barn)
- Farm Structures
- Fences
- Irrigation (above ground)
- Road
- Silos
- Commodity Loss (The market where a farmer sells the crops was destroyed.)

- Future Economic Loss

- Blueberries
- Christmas Trees

- Hardwood & mixed
